Councilor 1695 Flake sits on the Sillem's series' unflavored Virginia-perique wing and is produced at the Kohlhase & Kopp facilities in Germany. A flake obtained by pressing red and light-yellow Virginia leaves is joined by a proportion of perique that is high relative to the brand's other blends. The 1695 in the name references the Hamburg roots behind the Sillem's name.

On the smoke, fig, raisin, and stone-fruit tones such as plum come forward; perique adds a peppery sharpness and a full, creamy texture to these. When dried sufficiently, a light coconut-like sweetness can also be detected. Nicotine is in the medium range.
