Market Order: Law No. 4733
The functioning of the tobacco market is governed by Law No. 4733 on the Regulation of the Tobacco, Tobacco Products, and Alcohol Market. Regulations and communiqués under this law define "pipe tobacco product" as a separate category among tobacco products other than cigarettes. Pipe tobacco bearing a tax band is a legal product; however, the sale of tobacco products over the internet is prohibited, and sales may only take place at licensed retail outlets. It is often noted in community sources that the variety of banded pipe tobacco available on the Turkish market has long been limited. Consumption and the Indoor Smoking Ban: Law No. 4207
Under Law No. 4207 on the Prevention and Control of the Hazards of Tobacco Products, pipes are also classed as a tobacco product. With the amendment introduced by Law No. 5727 in 2008, tobacco consumption was banned in publicly accessible enclosed spaces; as of July 19, 2009, the ban also extended to the enclosed sections of establishments such as restaurants, coffeehouses, cafés, and bars. The ban applies across all public transportation, including taxis, and covers the outdoor areas of preschool, primary, and secondary education institutions as well. In short, a pipe is banned wherever cigarettes are banned indoors. The law's purpose is to protect public health: although pipe smoke generally isn't inhaled into the lungs, pipe tobacco contains nicotine, is addictive, and carries a cancer risk particularly for the mouth and throat. Age Limit, Advertising Ban, and Other Rules
Age limit: Tobacco products may not be sold to anyone under 18.
Advertising and promotion: Advertising, promotion, and sponsorship of tobacco products are prohibited; as a result, pipe tobacco cannot gain visibility in shop windows or in publications.
Pipes and accessories: The restrictions target the tobacco product itself; pipes that contain no tobacco and cleaning supplies fall outside this scope.
Traveler's tobacco allowance: The amount of tobacco product that may be brought in from abroad is limited by customs regulations; since exemption limits change over time, current figures should be checked against official customs sources.
